York Haven Borough Code of Ordinance requires registration with the Borough of ALL RESIDENTIAL RENTAL UNITS AND TENANTS. Please complete and return a Registration of Residential Rental Unit and Tenant Registration form (RRF) for EVERY residential rental property that you own in York Haven Borough. Our mailing address and fax number are provided on the form. Our ordinance requires landlords to submit a form within thirty (30) days of any change of occupancy. York Haven Borough Ordinance #2020-01 also requires the inspection of the rental units, smoke detectors and fire extinguishers in leased or rented dwelling units on an annual basis. This ordinance requires the following:
- Smoke detectors are required to be located at the top of stairways or between sleeping areas and potential fire sources.
- In multi-family dwellings, smoke detectors shall be installed in all common hall areas. In the event that said common hall area is more than 20 feet in length, one smoke detector shall be required for every 20 feet or portion thereof of common hall area.
- A fire extinguisher for every floor is required in multi-family dwellings.
All landlords will be contacted to schedule yearly inspections of all rental units, smoke detectors and fire extinguishers. See Ordinance #2020-01 in the Ordinance page for complete information. Any owner who resides 40 miles outside of the Borough limits must designate an agent as defined in the Ordinance (§278.5 Designation of Agent). Failure to comply with the Ordinance may result in a fine of $100 for a first offense, with subsequent offenses not to exceed $1,000 plus court costs and reasonable attorney fees incurred in enforcement proceedings It is the goal of the Department of Code Enforcement to make the registration process as seamless as possible. As set forth in the Ordinance the registration must include following fillable PDF forms, available on our Forms Page. Complete them and have them ready to upload BEFORE entering the registration application.
1. Rental Application Form (Required).
2. Tenant Information Form (Required for long-term rental units).
3. Property Manager/Management Company Information Form (If applicable).
4. Emergency Contact Form (Required).
